Civilian Casualties In Times of War

Question: Israel's policy in combating terrorists is to do whatever it takes to avoid civilian casualties. Terrorists take advantage of western sensibilities embedding themselves within civilian populations using them as human shields. Over the years Israel has lost many soldiers in its attempts to reduce civilian casualties. What is the Torah's view on this complex issue?
